Martin Law, PLLC is a Florida construction law firm. Construction law is not one practice area among dozens; it is the only one we practice. We represent all sides of the industry: general contractors, subcontractors, specialty trades, suppliers, and developers, as well as the property owners who hire them, commercial and residential. Our clients call us about contracts before they sign them, payment that has stopped coming, liens and bond claims, defective or unfinished work, licensing and warranty questions, and the disputes that follow when a project goes sideways. Because construction is all we do, we are not learning your business on your dime.
The firm is built to handle a matter from either end. Much of our work never sees a courtroom, and that is usually the point: a contract negotiated correctly, a notice served on time, a claim resolved before it becomes a lawsuit. When a case does have to be litigated, we have experienced trial counsel to take it there. For contractors, we also serve as outside general counsel, an attorney on call for the ordinary decisions instead of only the emergencies. The firm is led by John C. Martin, II, Board Certified in Construction Law by The Florida Bar, who worked in the trades and ran construction businesses before practicing law.

John Martin founded Martin Law, PLLC to represent Florida contractors, subcontractors, and material suppliers the way they have always deserved to be represented: by an attorney who understands the industry, not just the law. John is Board Certified in Construction Law by The Florida Bar, a credential held by a small percentage of attorneys in the state and the Bar’s official recognition of expertise in this field. He grew up on job sites, where his father ran a drywall company and John spent school breaks working alongside the crews. That background is not a footnote; it is the reason his clients get direct answers instead of hedged opinions.
His practice covers the full scope of Florida construction law. He also serves as outside general counsel for contractors and subcontractors who want an attorney in their corner before the next dispute, not after.

S. Sam Sirpal
Sam Sirpal brings more than a decade of Florida civil litigation experience to Martin Law, PLLC, where he serves as Of Counsel and focuses on construction litigation and business disputes. His practice background spans complex civil litigation, breach of contract and commercial disputes, business torts, liability matters, and trial practice. He has represented individuals and businesses in Florida state, federal, and appellate courts and has managed contested matters from initial case assessment through discovery, motion practice, mediation, trial preparation, and resolution.
Sam brings a practical, strategy-driven approach to litigation. His experience includes developing case strategy, drafting and arguing motions, managing discovery and depositions, preparing witnesses, coordinating experts, negotiating settlements, and handling matters involving substantial documentary and factual records. His results include significant jury verdicts, including seven-figure outcomes.

Dennis Ballard
Dennis Ballard brings more than 20 years of litigation experience to Martin Law, PLLC, where he serves as Of Counsel and is the firm’s senior litigation counsel. His career spans construction defect claims, breach of contract disputes, insurance defense, and complex commercial litigation, giving him a breadth of courtroom and trial experience that is difficult to replicate.
Dennis’ construction experience covers defective work disputes, design failures, and contractor and subcontractor liability. His insurance defense background includes managing high-volume caseloads with the precision that carriers and clients demand, and he has led and managed litigation teams at prior firms on complex matters.
